I think it's safe to say that there is no category that doesn't have any videos in it that don't belong there at all.

The only viable way to solve the problem would be to let users do the tagging and then assign the categories after a certain number of users voted and those categories received a certain percentage of the total votes on that video, similar to how other sites handle it. You just can't trust uploaders on this and it's something that annoys the rest of the user base.

The "Swingers" category has a similar fate of inappropriate videos.

To me, "swinger" implies stuff like wife-swapping/sharing or swinger clubs (aka gatherings of real amateurs).

There are way too many videos in that category with just two random people having sex. It's basically the stuff that would belong into the amateur category but ends up there because people seem to consider it "swinging" already if they just have sex with a stranger.
