keep hentai out of cartoon category
All hentai is a cartoon, but not all cartoons are hentai. Since there is a discrete hentai category (which hentai is rarely ever flagged as), dont allow posters to cross-post videos both as hentai and cartoons - only non-hentai cartoons should be in the Cartoon category.
There's a lot of hentai sites posting clips that tend to spam up the Cartoon category. They're all really more or less the same, and I think it'd be better to put them in one place for those that want hentai, and have the non-hentai in another place to make it easier to find and browse, for those that dont.

There isn't that big of a difference.
