Voted you 3, I agree it's a great idea, people should be able to rate the comments, and see how good (Or BAD) someones comment rating is, hopefully it might even be a hint to someone that his comments are not liked or as intelligent as he thinks...
I actually just voted on another video, and commented that the roughly 2% who downvoted

People need to police the shitheads, and award the better comments :) I would also ammend that ANYONE with a rating below (Say 75%) cannot post, hateful or bad posts should be discouraged.
I cannot say how much your I appreciate how much your idea would improve ALL sites, not just this one, and I applaud the idea wholeheartedly :) -
