Allow editing of uploaded video's title and description.
Not allowing edits to fix typos and to correct other mistakes or optimize only wastes resources having to delete and upload to fix, save cpu, memory, bandwidth and reduce disk fragments by allowing edit at least a few times after uploaded.

I suggested this, too. I haven't seen any comments from XH about it. Seems easy enough to allow.
