Issue citations for users who intentionally mislead others by way of applying false category tags
Everyone realizes the popularity of anal sex, and this then results in MANY users putting their non-anal videos into the "anal" category to increase the view count. This is a strategic ruse used to mislead and trick viewers, hence there should be a 3 strikes and you're out approach to slowing down the frequency of non-anal videos being tagged "anal."

The easiest way to achieve this is to restrict the number of tags used. I suspect we will be rid of a lot of misleading tags if people were restricted to five tags. By allowing people to use a large number of tags it just encourages people to put their videos under dozens of tags with the result most of our search results become as reliable as Google Search (and we all know how useless that has become).
