It seems that a very large percentage of indian users think that it's OK to put all their content in every possible category, no matter if said content actually belongs there.

Either try to communicate this issue so that they understand what they are doing is wrong or start to actually DO something about it when users report it.

I know that they are constantly reported and yet despite months passing by, nothing happens.
