Do you want the absolute honest answer? Because, you wont like it....
The reason why its at least low priority is because it would devolve into the same 15 guys trolling for a quick hook up, and the second anyone with boobs joins they're inbox would explode.
I run a number of voyeur, exhibition, and BDSM chat rooms on various networks and platforms. Nothing big, but if you dont stay on top of not letting it turn into just a 'hook up room' which includes outright banning people for not following any posted 'this place aint for you to get your dick wet' rules, the chat space will quickly turn into guys posting panties and cock shots asking if anyone can host. And even though that one guy says he can, hes just too cringy to take up on that offer.
I enjoy maintaining a "safe space" for anyone to hangout and not have to worry about being hassled. Like the body of your suggestion implies 'a place where like minded people can gather.' This doesnt mean its a sex talk room, or a hook up chan (if two people click and want to hook up, what they do in private messages and with their life is none of my damn business) Its a place that, for example, riggers can gather and BS about ropes and ties.Although the chat is usually about whatever the topic of the moment is. In my biggest V/E room, a few people and I will go on and on about servers and networks, others will talk about crafts. If the Harley guy pops in the chat will probably shift as all the motor heads start chatting about engines. The idea is its a place where kinksters can gather and feel normal. Not have to worry about being judged. Unfortunately we all know the internet isnt that nice, theres lots of trolls around. Ive seen HUGE hangout rooms completely fall apart because wave after wave of douche bags would come in and harass people while quite crassly trying to find something to stick their dick in. Then get mad no one was giving them play and just wanted them to leave.
TLDR - Chat rooms arent hard, just look into IRC(dead simple chat protocol, been around for decades). But keeping a chat room from becoming toxic is VERY hard.
